About BEE and the Tourism Industry

As stakeholders in the tourism industry, we need to develop and empower the sector to make it more accessible, more relevant and more beneficial to all South Africans. As a Sector, we need to become more globally competitive and we need to include a more diverse representation of the country’s people.

What is BEE?

Black Economic Empowerment (BEE) is defined as the following:

  • an integrated and coherent socio-economic process
  • a process that contributes to the economic transformation of the country
  • a process that increases the number of black people that manage, own and control the country’s economy
  • a process that decreases income inequalities

What is broad-based BEE?

Broad-based BEE is the economic empowerment of all black people including women, workers, youth, people with disabilities and people living in rural areas, through strategies such as:

  • ownership
  • management
  • employment equity
  • skills development
  • preferential procurement
  • enterprise development
  • corporate social investment/residual/industry specific

These strategies represent the seven key indicators of the Charter.

Broad-based BEE is measured by a balanced scorecard that includes scores for direct empowerment, human resources development and indirect empowerment.
